Thank you for your interest in the Economic Relief Grants provided for qualified companies in Abilene, Texas due to the COVID-19 Pandemic. 

The Development Corporation of Abilene, Inc. (“DCOA”) is a Texas economic development corporation that provides incentives to companies pursuant to the Development Corporation Act, as set forth in the Texas Local Government Code.  The Development Corporation Act allows the DCOA to support projects which create or retain Primary Jobs (defined hereinafter).  As used in this Application for Economic Relief Grant (the “Application”), the term “Primary Jobs” means a job that is (i) available at a company for which a majority of the products or services of that company are ultimately exported and (ii) included in one of the sectors of the North American Industry Classification System (“NAICS”) set forth in Section 501.002(12) of the Texas Local Government Code.  The “Applicant” shall be the business requesting assistance.  A business may be a company organized under state laws, a partnership, or a sole proprietorship.   

Applications for grants from the DCOA must be approved by the DCOA’s Board of Directors, and in some cases the Abilene City Council.  All grants awarded pursuant to this Application must be contractually tied to certain performance criteria on the part of the requesting entity pursuant to Texas law.  Before this Application may be considered and the Applicant is awarded any funds, the following Application must be completed and submitted. 

A business may apply for funds if it:

  • Is based within the city limits of Abilene, Texas.
  • Has been in existence for at least two-years from the date of submission of this Application.
  • Can provide 1 year of business financials and its most recent tax return.
  • Agrees to remain in business and retain an agreed upon number full time employees for 12 months in Abilene, Texas, as evidenced by a written agreement between the DCOA and Company
  • Is eligible under one of the following NAICS Codes.
